New Classification, Labelling and Packaging of Substances Regulations

The Classification, Labelling and Packaging (CLP) of Substances and Mixtures Regulations were introduced in January 2009 and are to replace current CPL regulations by the 1st of June 2015 on a phased approach. 

The first phase is fast approaching is coming into force on the 1st December 2010. By that time all hazardous substances must be classified and labelled in accordance with CLP and by June 2015 all mixtures must be classified and labelled in accordance with CLP. 

Classification and Labelling (C&L) Inventory is a database established and maintained by the European Chemical Agency. This database contains classification and labelling information of hazardous substances.  All manufacturers and importers who place a substance on the market have a legal duty to notify the Agency. 

All substances classified as hazardous under CLP must be notified. Also, if a substance is a subject to registration under REACH, it should also be notified, as well as when a substance classified as hazardous and which results in the classification of the mixture it is present in as hazardous and the mixture is placed on the market. 

For substances placed on the market on or after the 1st December 2010, the deadline for notification is one month after such date. 

To assist businesses with notifications, the Health and Safety Authority are holding two webinars (one on the 25th of November at 3pm and the second one on the 2nd of December at 3pm).
